Resources are transferred in a disproportionate manner throughout different groups of income (from the population in general to the ones to whom educational services are accessible) by higher education regulation and spending of the government. Collective benefits are provided by the spending of the government on universities. Some of these are public goods clearly such as research for cancer. An analytical framework can be proposed to assist in knowing the policy dynamics in the policy of higher education.
